WASHINGTON, Saturday. A message from Williamstown (Massachusetts) states that Admiral William Pratt, who was formerly chief of operations in the United States navy, told a conference on the limitation of armaments at the Institute of Politics on Friday that naval parity with Britain would give the United States the balance of power in any " w:ar that threatened to become a Hvorld war. •
