BERLIN, Thursday. A state of emergency has been proclaimed in Berlin and Brandenburg. The police are under military command. The Reich Government has appointed Hetr von Papen State Commissioner for Prussia, with practically dictatorial powers. Herr von Papen informed the Prussian Minister's that the prevailing conditions failed to guarantee law a'nd order; therefore, he bad been appointed Commissioner until the new Prussian Diet agreed to elect its own Prime Minister. Thb decision implies acceptance of Herr Hitler's arguments that Socialist rule is unable to prevent disorders in Prussia. After attending the funeral of two women who were killed during a political demonstration near Hanau, the majority of the 5,000 mourners besieged the house of a polieeman who had been on duty during the disturbances. They smashed the windows and were about to force an entry when the polieeman appeared with a revolver. He fired on the crowd, kilPng two and wounding five.
