Rec. July IS, 7.15 p.m. DUBLIN, Monday. jl After long Cabinet discussions, Mr. B-e a issued a statement saying B-at the only obstacle to arbitration ■"•pon the land annuities was the Bri■i5h Government's insistence that re■Srictions should be imposed on the B-rtitrators nominated by the Irish ■free State Government. The Free Wtate will not accept the principle ■'£at whenever two states of the BriHsb Comrnonwealth propose to sub■tit disputes to arbitration, the perHsnnel of the tribunal must be drawn fflaclu.-ively from the Comrnonwealth. M Ihe a'ternalive to arlrtration is M-?otiation, but Great Britain deja^nds as a preliminary to the negoH^tions. that the disputed payments H-contirmed. The Free State Govern-M-^t cannot agree to that, but as Btdenco of good faith, the sums re--Hpied io meet the payment-- are paid into a suspense account. Hlhe Free State is not anxious to ■pn- into an economic war, but is M-'srmizH-ij to defend the interests wjts j eor.Ie v/ho are unjustly comto hear the present burden.
