A message from the Empress of Britain, at-sea, states that the high seas Cabinet of seven British Government Ministers is meeting morning an aftemoon to consider the statement of the British policy, Mr. Stan-ley Baldwin, will make -at the opening of j che conference. i The ship is running through heavy seas and bad fogs. One delegate observed the conference will not be a success if it mrely passes pious resoiutions.
