indian affairs SECRET CIRCULAR REVEALS SINISTER PLANS OF CONGRESS POLICE ATTACKED

Rec. July 17, 6.50 p.m. CALCUTTA, Saturday. . A secret circular sent by Dr. Kitchle'w, acting President of the Con'gress Organisation to district committees, shows that Congress is determined t.o continue the civil disobedience campaign. The circular orders further activities against the Government, including attempts to induce political prisoners to rejoin Congress, and the attaeks on foreign shops to be renewed. The circular said that six months' disobedience will be sufficie'nt to cause the Government to yield. Rassan Singh, a dangerous criminal who with a party of criminals overpowered their guard and escaped, was killed after a four hours' fight in a Punjab village, in which three police : were killed and others injured. Hundreds of villagers at Purba Masuria Mundapore held a meeting in honour of the ' political prisoners and attacked a small force of police, who fired, killing two and wounding seven, one fatally.
