Rec. July 9, 5.0 p.m. WASHINGTON, Saturday. The Senate session to-day was marked by a debate generally criticising European nations for their failure to accept the Hoover armament proposals. A resolution was advanced by Senator Gore authorising the State Departmfent to determine whether the powers that had received the former German colonial possessions or which owned islands in American waters, Would be prepared to transfer these to the United States in lieu of payment of war debts. The New York Times Washington correspondent says: "The State Department's statement regarding war debts to-day, was generally construed to mean that subject to the consent of Congress, the president would be prepared to consider a re-examination of the debt funding agreement on the basis of capacity to pay.
