Rec. July 8, 7.0 p.m. TOKIO, Friday. It is reported that. the Soviet arrested 400 Japanese fishermen at Kamschatka. Details are not available, hut it is believed that the arrests are in connection with the Soviet claim of a 20 mile limit against the 12 mile limit of territorial waters. The arrested fish'ermen are employed hy a Russian cannery- A Japanese patrol is proceeding to the scene to investigate.
