WAR REPARATIONS GERMANY AND FRANCE STILL UNABLE TQ REACH AGREEMENT M$. MacDONALD'S WORN

Rec. July 1, 8.50 p.m. LAUSANNE, Friday. There is still a discrepancy of £200,000,000 between the French and German proposals. The latter are .offering £100,000,000 whereas France is now demanding £300,000,000. Mi*. MacDonald is showing complete disregard of medical injunctions th rest. He is daily working until one o'clock in the morning, and is out of doors at 7.30, toiling to produce an agreement. - Questioned whether he was still optimisfcic, Mr. MacDonald said he was always hopeful until a brealcdown.- - . The Reparations Bureau sat for 13 hours preparing a scheme for submission to the German delegates, which would safeguard the position of creditor nations in respect of their own debts to America. The difficulty is that Germans will not consent to the safeguarding clause, and they say if provision is made against the possibility of the United States- refusing to cancel debts, it will defeat the finality, which is the primary aim of ■ the Conference to achieve. Before going to Paris, M. Herriot expressly - stated that Fra3ice would " not recede from the safeguarding clause for America, adding that he knew he -could count on the support of Great Britain.
