VON HINDENBURG ADMITS SOVEREIGN RIGHTS OF STATES

LONDON, Friday. The Times' Berlin correspondent says that President Hindenburg's latest decree against political disorders is a Nazi triumph. It admits the sovereign rights of the German States, but requires the immediate enforcement of the previous decree, granting political organisations freedom tp demonstrate and wear party uniforms. The States may forbid open-air meetings and proccssions, but only in specifically limited areas.
