WELLIN GTON, W ednesday. In regard to the payment of income tax hy instalments, Mr. Forbes, as acting Finance Minister, announees that arrangements have been completed for the sale of income tax certificates hy the postal money order offices. Interest is heing allowed for eomplete months up to the cnd of January at 3!i per cent.
