PROBABLY BE FORMED DURING PRESENT GOVT. SYDNEY, Monday. The Australian Country party expects that its proposed constitutional reforms, embodying new States, will be in operation before the expiration of the life of the present New South Wales Parliament, according to a speech by Dr. Earle Page. Arrangements are being made for the holding of referenda in New England, the Riverina and the West. It is suggested that provinces based on the model Constitution of New England should be created for this purpose, with a Legislature of 25 members, whose powers of taxation and borrowing will be definitely limited. "The abolition of the present expensive form of State Parliament and the substitution of cheaper, less pompous, and more effective legislatures, with the Constitution fully safeguarded against outside interference," reads a statement issued by the party, "was the real issue of the New South Wales elections. Action to secure this desirable end was promised in a joint policy speech of. the United Parties, and within three years these reforms will be in operation."
