DRAINAGE SCHEME BOROUGH COUNCIL DECIDES TO SEEK AUTHORITY FOR LOAN A NECESSARY WORK The Rotorua Borough Council on Wednesday gave f urther consideration to the proposal to instal a sewerage system at Whaka and the report of the drainage engineer * (Mr. . F. J, Lenihan) was diseussed and approved. - **:• As chairman of the drainage committee, Cr. O. H.' Coleman explained that the estimated cost of the- Whaka Pa scheme was £1500, aild a' half share of the cost of the tank £250, making a total of £1750, but5 the Tourist Department had arranged . to contribute ■ £900, so* that the actual cost to the borough would be £850. Interest and sinking fund on this amount would (at the present) amount to, say, £50 a .year, being less than the present' charge for night soil removal. -The area outside the pa would cost £2000, and half the price of the tank, £25 0, * -makirig a total qf £2250. It would therefore Be seen that the total cost was £4000, less £9 0 f roni the department. ■' Ratepayers Objection In connection with this matter the hon. secretary of the Ratepayers' Association, advised that he had been instructed to protest against the raising of any loan whatsoever at a time of depression like the present. Referring to this protest, Cr. Coleman said he could only think the association was not conversant with the scheme. Cr. E. T. Johnson said it was a matter for the people in the particular area. The Mayor said the council had only to satisfy itself that the work was necessary and advisable to take the requisite steps to rai'se the loan. A poll of the ratepayers would be necessary. Cr. Smith agreed that the work was necessary, but times were hard and was it advisable to do the work now. Cr. Johnson thought that for a serviee like this they should strain a point. It was for the people in that area to say if they wanted it. They had also to consider that they were I getting £1000 from the Government i plus unemployed labour. The Mayor moved that application I be made to the Local Government j Loans Board for authority to raise a j loan of £3,100 to put a sewerage sys- } tem in Whaka. . .. Cr. Coleman seconded. Cr. W. Galbraith thought two sep- I arate issues should he put, one cover- - ing the pa only, and the other the pa and outside area combined. He was i af?aid the outside people would vote i against the proposal. The Mayor. (Mr. T. Jackson) while ij not in favour of raising more loans !f just now, felt that they should take |i advantage of the help now offering. |? They might not get it again. The | council would not he doing its duty $ by neglecting the work. While many |j local hodies had admittedly been extravagant in borrowing, he contended ^ that Rotorua had a proportionately j ' small loan indebtedness.
