WHANGAREI, Monday. A hitch has occurred at Hikurangi where the following notice- was posted by the miners' officials to-day: "Owing to the owners forcing clause 27a of the new proposals (the managers' restrictive right to engage or dismiss labour) there will not be resumption in the meantime." The miners' secretary says the decision to resume was made on the understanding that owners were prepared for an unconditional conference, whereas the union has learned that the owners adhere to the condition regarding clause 27a.
