BERLIN, Friday. The President, Marshal Hindenrg has issued a decree which perts the "Brown" army (the Reichsnner) but not the Communists to ar unifc>rm. It imposes a severe penalty of the jgal possession of arms. Newspapers are liable to suppresn for a month if they incite the blic against the Government and ng the authorities and religion into ltempt. Official statements must be pubhed. President Hindenhurg states that if ilenee recurs, political armies will ain he suppressed.
