an interview with Herr Emil Ludwig, the historian. M. Stalin explained that the Soviet was ruthless with its enemies because.it found that leniency only intensified resistance. Herr Ludwig suggested that a large proportion of Russians were filled with a sense of fear. M. Stalin: You are mistaken. Could we have maintained our power for 14 years by intimidation?
