Rec. June 14, 8.10 p.m. PARIS, Tuesday. It is reported that M. Herriot is willing to agree at Geneva to reductions of the French military expenditure to 10 per cent. This already was envisaged by M. Herman Martin's many proposals to balance the budget. It is learned that the Prime Minister, Mr. Ramsay MacDonald is ready to propose a 10 or 15 year armament holiday and re-affirm adherence to the Kellog Pact, as he believes this will create confidence and possibly an armament agreement.
