A FORMALITY
DEBT AGREEMENT (British Official Wireless) RUGBY, Tuesday. The British Ambassador at Washington, Sir Ronald Lindsay, on Saturday signed the agreement for the repayment of the instalments of war debt due to America, which were postponed under President Hoover's moratorium. The signing of the agreement was a f ormality which is necessary to give legal effect to the moratorium proposal and implies no decision on any question of prixiciple.
