LONDON, Monday. The Times' Berlin correspondent says in denouncing the social insur-, ance seheme, Herr von Papen's manifesto declares that the previous Government sought to make the State a charitable institution and had thus weakened the moral forces of the nation. The eonstant growth of unemployment, despite the will to work, was gnawing at the very marrow of the people. A halt must be called at the last hour to this moral disintegration, also to the unhappy elass warfare, which, like a corroding poison, threatens to destroy the nation's highest principles. An emergency decree allows the "Brown" Army of Reform to wear a uniform, and all restrictions on the Press have also been removed.
