m. herriot rejects terms imposed by the socialists to form radical ministry

PARIS, Thursday., M. Herriot has rejeeted the Socialist terms of May 31. The Socialist Congress has decided that the conversations have ended. M. Herriot is anxious to limit his pro'gramme to balancing the budget, settlement of the German debt question, and disarmament. M. Herriot is now compelled to form a (jabinet principally of Radicals. It is not expected that the SoCialists will vote against it at present, as the importalice of a united froiit at Lausanne is recognised. The new Chamber of Deputies assembled with the front benches empty, M. Tardieu and his _ colleagues resuming the places 6f ordinary members. The proceedings were formal, apart from tributes to the late President Doumer. The Socialist's Congress decided on May 31, owing to the gravity of the external and interiial situations, not to oppose the party's participation in M. Herriot's Government, proVided that the Radicals accept the Socialists' programme.
