The Daily Telegraph's Berlin correspondent says that it is a mistake to assume that the change in the German leadership is necessarily a misfoi^tune to Europe. It is certaiii that President Hindenburg has not any intention of putting Germany under the dictatorship of Herr Hitler. Beshles the nickname of "Monoele Cabinet" the Ministry will be known as the "Schleicher Cabinet," for though headed by Herr von Papen, there is Pttle doubt that General von Schle-'cber will be the real power in the Ministry.
