Rec. June 1, 1.0 a.m. LONDON, Tuesday. Mr. J. G. Latham, the Commonwealth Attorney General states that the Privy Council's decision is a landmark in the Constitutional history of the Empire. It clears up a very important question which hitherto had been doubtful. The judgment established the proposition that the Legislature of New South Wales has full power to constitute its own constitution. The decision now is that the Legislative Council could be abolished only after a referendum of the people had been taken. Mr. Latham added that from a political point of viesw, it would not he possible without a referendum for any Government to assume power in New South Wales and hold it with the docile assent of a single chamber like the last assembly of New South Wales, and place the State under the tyranny of a personal dictatorship, since the Upper House had ceased to be a deliberative body, jnerely registering the decree of the Premier of the day. *
