Referring to persistent rumours ■ that the Britisli Government intends | to resume war debt payments to the ; United States, besides repaying tbe debt accrued during the moratorjum period in ten yearly instalpients witk four per cent. interest, the Financial News says: 'Assuming that the information is correct, it means that an attempt to establish a united Eu-l-opean front will have heen frustrated, and the chances of success of the Lausanne Conference further diminished. "Although it has been understood that a strong section of Cabinet, headed hy Mr. Stanley Baldwin and Mr. Neville Chamberlain, favours resuming payments to America on Depember 15, it is believpd that the Prime Minister, Mr. Ramsay MacDonald and other Ministers who wish Ko negotiate for a revision, will have Rheir way. ■ "A decision to pay on the part of Kreat Britain is calculated to make I diffieult for the French and Italian Kovernments to agree to reductions Kn German payments. if Great Britain ■s prepared to continue payments in Rull, there is no likelihood of conKessions by the United States to Krance and Italy."
