Rec. May 18, 7.50 p.m. PARIS, 'Wednesday. M. Herriot in an exclusive interview with the British United Press Association, declared that no reduction of Germany's reparations was possible unless America and Great Britain agreed to an equivalent reduction in the war payments to them. With regard to armaments, M. Herriot emphasised that a reduction was dependent on security. He urged the organisation of an international armed force. Thus, there appears to he no . change in france's attitude on the two vital issues.
