CHRISTCHURCH, Wednes. A meeting of the tribunal which is to investigate the tramways disput was held this morntoig, but the business was confined to a discussion of procedure. The difficulty first arose as to the question whether the chairman, Mr. A. T. Donnelly, should have. the right to a casting vote. However, the Tramways Board at length withdrew its ■objection on this point, which threatened a serious deadlock. Mr. Donnelly, therefore, will have. voting power and will , in effect , be arbitrator. More trouble arose on the question of the appearance of counsel. The board wished to be represented by its own solicitor, also that counsel should appear at the board's expense representing the volunteer workers. On this point also the nnion successfully resisted the board's demands.
