MOST DIFFICLLT LEGISLATION IN HISTORY OF DOMINION i TO BE FINADISED THIS WEEK
WELLINGTON, Saturday. "This is the most difficult legislution that has ever been drafted in New Zealand," said the Prime Min:ster, the Rt. Hon. G. W. Forbes, *thL> aftjrnoon, when discussing amendments to the National Expenditure Adjustment Bill, which he proposes ro introduce in the House of Representatives on Wednesday. Mr. Forbes said he expected that the measure would be passed by Friday. All amendments necessary to tha interest rate and rent reduction sections of the Bill would he in the direction of correcting anomalies thai had been shown to exist. In general, the Government intended to adhere to the principle of a 20 per cent. riduction in rent, but the greatest cacr. had to he exercised to ensure that ao hardship or injustice was inflicted in special cases. He referred partieularly to cases of buildings ereetad since January, 1930, and to the prohlem of arriving at the true renfal value of top floor offices in big buildings. As far as interest reductions were concerned, Mr. Forbes said that un' 1 the Bill had appeared, the Gover nment had little idea of numerou; anomalies that were likely to arise. It had since had many speciflc cases each differ-ng from the others brouvM under its notice, and these would have to he provided for. The Prime M'nister intimated tha. consideration had been given to the clauses of the Finance Bill which Ir proposed to submit in the House mx week. This Bill would deal with v variety of subjeets. He made it clsar that the proposal for an extension of the l'fe of Parliament would have to be dealt with in an independent measure. To-day he smilingly termed it "The Saving.of the Wrath of the Puhlie Bill." Perha-s he spoke more truly than he meant to.
