Officials discredit alarmist reports, mainly originating from Moscow, foretelling trouble with Japan, but military dispatches indicate war-like preparations hy the Soviet, wftich is massing nine divisions on the Manchurian frontier. The Tokio Government is not alarmed, bht is' carefully avoiding action liable to be taken for provocative. Regarding the reported despatch of warships to Kamchatka, the Government is sending only the destroyers necessary for the protection of the fisheries, .as usual in previous years.
