Rec, April 14, 7.35. p.m. NEW YQRK, Wednesday. The New York Times Washington "corresponderit says that Mr. A1 Smith has startled America. His plan has met with instant interest, but with a minimum of open discussion. This was due to Mr. Smith's bluntness and to the fact that the Democrat political group has begun to feel that he had obviously given much thought to the matter. The plan, however, met hostile comment from Government circles. Members of the Senate refused to talk about the proposal. Several of them informally called it destructive, but said they might discuss it on the floor of the House. The issue is somewhat confused owing to the political situation, there being dissention between the Smith and Roosevelt factions in the Democrat Party, with the possibility of an open break between them. How far this may overshadow Mr. Smith's proposal remains to be seen.
