HAMILTON, Thursday. A novel sclieme for financing unemployment relief, hospital work and charitable aid was discussed at the Rural Cotmty Conferenee in Hamilton to-day, and was unanimously approved. It was resolved that the Minister of Finance (the Hon. W. Downie Stewart) be urged to investigate immediately the feasibility -of raising an ihternal loan hy the issue of prernium

bonds bearing interest at no more than 2| per cent. It was ppinted out that prernium bonds operated very successfully in several Continental countries. The gamhling spirit was led in the right direction, hOcause the investors did not chance the Ioss of their1 money. It was an honest way to gct cheap money and was mueh better than. gamhling.
