Neatly Turned Anecdote.
A very neatly turned anecdote was related by General Higgins, leader of the Salvation Army, at the civic reception accorded hini by the Mayor of Wellington. "I arrived at San Francisco just after the young Prince Hirohito of Japan and his hridq/' said General Higgins, "and I was welcomed by the Mayor, who wore a silk' hat and morning eoat, 'Come on, Mr. Mayor,' said one of the pressmen, 'who did you put your topper on for ?
