He refused to sce ahy^one starve and he would insist on getting authority for. the shilling tax.* "I am hopeful, however," he continued, "that we may be able to get througli with a tax of te-npence, and if we find that this is practicable, -it can be reduced by Order-in-Council as provided for in the Bill now before Parliament."
