points in doubt SUMMARY OF MAIN HEADS OF THE BOULEVARD SCHEME OUTLINE OF PROPOSALS ^ The Whaka Road prbposal is still a very live topic for discussion by all sections of the community, and both from enquiries directed to the "Post" through its corxespondence columns, and from the general tenor of the discussions which are proceeding, it is evident that many ratepayers are still in doubt as to various details of the proposals. Following are the main heads upon which definite announcements have been made during the eourse of the Borough Council deliberations on the scheme. (1) The council has approved at prt-sent merely the principle of a boulevard or three way lay-out for Whaka Road. Nothing can be done to put' any work in hand untU estimates for the cost of the scheme have heen | prepared and have been considered j by the council. (2) It is not proposed to -put the whole of the work in hand, or in fact, any of the work, until the council has -fully considered the financial position. If it is decided to proceed with the work at all, it will he earried out in sections as funds permit. (3) It is not proposed to divert any loan money for the purpose of carrying out the scheme. Loan money, under statute, must be expended upon the works for which it is ra'sed and a certificate to that effeet mnst he supplied. If it is proposed to divert any moneys from their original purposes, intention of that fact must be advertised and the sanct'on of the Loans Board must be obtained. (4) Providing that the Unemployment Board's schemes continue to operate, it is iritended to use relief labour to carry out any section of the work which may he put in hand. This labour will fiot be a charge upon the borough. (5) The present width qf bitumen on Whaka Road is 22 feet. It is proposed to utilise this strip and to widen it to either 36 or 32 fe'et. Flank-

ing it on either side will be park strips 10 feet wide laid down as lawns, and planted with suitable trees and shrubs. Flanking these strips again wili he one way roads 20 feet wide. (6) Flanking these one way roads will he 15 feet strips. Of these, 8 feet on either side will be laid down as footpaths for pedestrian traffic and the remaining seven feet will be utilised either for further park strips dividing the one way roads from th'e footpath, or for cycle tracks. (7) If any work is put in hand, the first steps will be in the constructioh of the kerbing flanking the park strips and bounding the widened central roadway. (8) Where side streets intersect with the one way traffic roads, the park strips will be set back to allow traffic to turn out of the two way central roadway. (9) The one way roads will be the final section of any work to he undertakem They will he constructed as financial arrangements permit. (10) The boulevard lay-out proposed will commence at the Wairoa Road turn-off and ternr'nate at the Whaka eorner. This does not preelude the possibility of ineluding the remainder of Fenton Street in the lay-out but it is not proposed for the present to include the business area in the scheme. % (11) It is not proposed to destroy the present lines of euealypts planted in Whaka Road. These will be inelud.ed in the park strips and replaced with other trees only if this is considered necessary.
