AWAITING MR. DE VALERA'S PROGRAMME BEFORE TAKING ACTION WILL FORCE HIS HAND

Rec. Feb. 28, 5.5 p.m. LONDON, Saturday. The Council of the Irish Labour Party is awaiting Mr. de Valera's programme before asserting its balance of power. Mr. Morton, the Labour leader, says that he intends to compel Mr. de Valera's Government to concentrate on employment, housing, development of industry and assistance to small farmers. The economic position, he said, was too serious to waste time bickering over political issues.
