The United States has joined with Great Britain, France and Italy in notifying the Japanese authorities at Shanghai that Japan will be held responsible in a large measure for the jeopardy of foreign life and property from the battle now progressing . The President, Mr. Herbert Hoover, and the Secretary of State, Mr. H. L. Stimson, discussed the situation to-day arising Jfrom the intensified Japanese offensive, and indicatdd great anxiety regarding .the danger to the Foreign Settlement if the Japanese break the centre of the Chinese line and swing to the west in mopping up operations.
