independence plebiscite after fifteen years ACCEPTED IN PRINCIPLE Rec. Fob. 21, 7 p.m. WASHINGTON, Saturday. The Territories Committee of the Senate has agreed in principle to an independence plebiscite for the Philippines 15 years after the proposed new Constitution for the Islands is adopted. It is estimated that independence will not be possible within 19 years.
