indiAn civil disobedience movEment losing ground PEOPLE RALLY TO GOVERNMENT Rec. Feb. 21, 7 p.m. CALCUTTA, Saturday. The situation in India is gradually improving. There are indications that the civil disobedience movement is collapsing. More Indians are rallying to the Government, who are hastening the preliminaries of the new Constitution. At the end of January the civil disobedience eonvictions totalled 1,200, in addition to which there were 3,000 arrests under the new emergency powers regulations. Many of these were subsequently releasd on giving a pledge not to participate in any movement against the Government.
