NEW GOVERNMENT

FRENCH MINISTRY DEFEATED PARIS, Wednesday. The Government was defeated in the Senate on the women's franchise proposal. M. Pierre Laval, the Prime Minister, later tendered the resigriation of the Government to the President, M. Donmer. The Senate refused to accept Febrnary 19 as the date for dehating the Government's general policy, the acceptance of which M. Laval made a question of confidence. The Ministry's -defeat will necessitafce M. Tardieu's immediate return from Geneva, leaving M. Boncour to represent France. M. Barthou may form a Cabinet.
