RUGBY, Tuesday. During the debate on the second reading of the Import Ditties Bill in the House of Comraons this evening, - Sir Robert fliorne (Conservative — Hillhead, Glasgow), welcomed the fact that it provxded a means of retaliation against any cotintry ttjiich discriminated against gritain, and said the Bill would jjfjng freer trade than this country had enjoyed for the last two generations. It was the hasis on vvhich could be built a scienti(jj systein which would be formedby the proposed advisory committee. Dealing with the list of exempted tjdds, he suggested that a fair crierion to apply would be that if Britin and the Empire together or seprately, dxd not produce enough to apply the needs of British manufacarers then the comxnodity concerned fjoald be exempt from duty.
