MUST BORROW
FRANCE'S POSITION PARIS, Tuesday. In an article in "Le Journal," M. Lamoureux, latterly a reporter-gen-eral for the Budget, says the financial situation will compel the Government to take recourse to a loan for the first time for six years. He eonsiders the 1932 Budget will necessitate borrowing for national equipment, for treasury advances to for-' eign countries, and for remedying the overwhelming railway deficit.
