RATIONING WORK
SCHEME FOR TEACHERS. Details of a scheme for the rationing of work among school teachers have been explained by circular from the Education Department, which has informed the Education Boards that it will be necessary, as in previous years, for the boards to apply for approval before appointing additional assistants. During 1932 the positions usually filled by probationary assistants, substituted probationary assistants, additional assistants and relieving teachers of grades A and B will be regarded as relieving positions and will be filled in accordance with ex-Train_ ing College students, who will receive a salary of £100 per year, together with, where necessary, a boarding allowance at the rate of £36 per year or travelling expenses at a .rate not to exceed £24 a year. Order of preference will be: First term: The ex- students who have had least employment during 1931, provided the senior inspector approves of their appointment, and the best-grade students of 1931 and previous years. Second term: The remainder of the ex-students of 1931 and previous years and the best-graded teachers who were employed during the first term. Third term: The best-graded students irrespective of the amount of their former employment. Relieving teachers of the higher positions, that is, the, sole teachers of large grade two schools, head teachers and assistants of grade two or higher, will not come within the scope of the scheme. All the following positions will be treated as relieving positions: Probationary and substituted assistants' additional assistants' and ordinary relieving teachers' position. That will mean, the department explains, that except for ordinary teachers relieving positions, other positions will be held ordinarily by one set of teachers for the whole year, will be occupied" by one batch during the first school term and by another batch during the second and so on. Students who have qualified for certificates on leaving training college will have them issued to them, and they will be graded. None but graded teachers will participate in the rationing scheme.
