Rec. Feb. 1'3, 5.5 p.m. PARIS, Friday. After the entire left, except the Communists, marched' out of the Chamber, following M. Heriot's protest against electoral reform, the House of Deputies ended an all-night sitting by - passing, by 319 votes to one, the Electoral Bill, enfranchising women, and unanimousl'y restoring the majority and abolishing the pref erence voting. - The Senate is expected to reject women'S suffrage.
