NEW BRITISH PROPOSAL COLDLY RECEIVED IN AMERICA ATTITUDE UNCHANGED

Rec. Feb. 3-, 8.0 p.m. WASHINGTON, Tuesday. The proposal of the British Chancellor of the Exchequer, Mr. Neville Chamberlain, for a general cancellation of reparations and war debts was received here with interest, but created no apparent disposition to change the prevalent official and legislature views, which are opposed to cancellation, High officials of the Treasury Department were non-committal. Senator Smith said he thought it was hardly necessary to reiterate his opposition, and that of all the other Senators to the British proposal. "The whole country knows how I stand on the matter," he said. Senator Reed (Pennsylvania) said: "I am perfectly convinced that the position of Congress has been made clear and that it is not going to he changed,"
