Rec. Feh. 3, 12.10 a.m. SHANGHAI, Wednesday. A Kohe jnessage states that consequent upon Jqpan's refusal to accept the Powers' advice regarding international protection of Shanghai, on the ground that Japan possesses the right to protect her own nationals, the Defence Minister held a eonference at the Foreign Office and agreed to despatch military forces. The Minister thereafter informed the Press that owing to the Powers' lacking perfect co-operation, the despatch of troops had become inevitahle. The Minister emphasised that this meant an extension of the battle line, but that that had been necessitated because of the Powers' attitude, which had inspired the Japanese with much apprehension. "The whole nation," he added, "must face this situation determinedly." A decision has been made with regard to mobilisation, but mention of the movement of troops is prohibited.
