According to a Reuter message Erora Nanking late to-night, reliable juarters report that the National Sovernment has decided upon the ieclaration of war against Japan. SVhen the dicision will be implement>d is unknown, but it is expected that t will be on Sunday. Generals Chiang Kai-Shek, and iVang Chin-Wei and other important eaders^ left the Capital for an unmown destination to-day. It is beieved that they are coming to Shanghai. The reported split in the Governnent lends colour to the war report since the Capital is now under the lommand of General Ho-Yung Ching, ffinister of War, General Chen Ming to, Minister of Communications and leneral Ku-Chu Tung, Commander if the National Guard, who f orm the nilitary Administration. ^Further reliable reports state that leneral Chiang Kai-Shek and other >fficials were compelled to leave the lapital, when the subordinate genii'als rebelled against what they termid "Weak policy toward Japan." IJumours regarding the war declarfion commenqed immediately afterfard. The departure of General Ihiang Kai-Shek indicated that the nilitary fully intend taking drastic teps against the Japanese.
