Rec". Jan. 28, 7.50 p.m. SHANGHAI, Thursday. At 12.4£ the Japapese coitimander formally riotified Briga-dier-General Fleming commandijtg, the British sectiori off the Shanghai Defence Force,. that he intended, to take acffiori toward the occupation, of the areas outside the foreign, setflemeflt at 7 a.m. to-morrow. The Shanghai Municipal Council has declared a state of emeifgency as from 4 p.m. to-day. The vo'luriteers have been ih'obilised and foreign milita,ry and naval units are held in readiness to ftiaintahi order. Another message lodged at 12.35 p.m. says the tensioh is eonsiderably relaxed' to-day, following an intimation from the Maydr of Shanghai, Mr Wu, that the Chinese authorities will agree to the Japanese deriiarids. The japanese Consul-General, Mr. Murai, last night Sent rifi ultimatiim to the Mayor insisting on a, definite reply to the Japanese claims before 6 o'cloek to-night. Ju§t before midnfght, the Mayor issued an order suppressing anti-Japanese organisations and intimating that he would give a defimte repfy to the demand" to-day.
