LONDON, Saturday. The obvious deduction frohi the Cabinet committee report on the tariff which will shortly he introduced is that dissenting Ministry supporters will have full freedom of speech in the House of Commons. It is a foregone conclusion that the tariff will pass by a large majority, because it will virtually be a free vote. The communique did not reveal who were the dissentients, but most guess that they Were Viscdunt Snowden, Sir Donald Maclean, and perhaps Sir Herbert Samuel. The whole 20 ministers were present at the discussion.
