MR JUSTICE FRAZER TO BE .CHAIRMAN OF NEW AUTHORITY TERM OF THREE YEARS

WELLINGTON, Thursday. The Minister for Transport, the Rt. 'Hon. J. G. Coates, announced today -that the following have been appojnted members of the Central Licensing Authority in accordance with the terms of the Transport Licensing Act of last session: Mr. Justice Frazer, President' of the Arbitration Court (chairman) , Mr. S. S| Allen, solciitor, . Morrinsville, formerly Administrator of 'WeStern Samoa, Mr. H. B.. S. • Johnstone, farmer, Otia, Waimate, ex-Chairman of the Waimate County Council. The personnel of the riine district licensing authorities will be announced in a f ew days. ■ Broadly speaking the Central Lic- , ensing Authority will be a co-ordin-ating b'ody which Will have wider powers in relation to general ques- : tions of control than will be vested ; in the District Boards. Its members ; will be appointed for three years, : and they may be re-appointed. The control of all services within specified ; districts will be carried 'out by "the ■ Licensing Board 'concerned, but the ; Central Authority will issue licenses i for services operating over an area ; extending into two or more districts. : In considering applications for : licenses the Gentral Authority will ! 'take into account any recommenda- ! tions made to it by the board through any part of whose district the service will run. In other ways the central authority will work in bringing about co-ordin-ation of services and its functions as prescribed by the Act will form an important part of the administration of the new law.
