Rec. Dec. 31, 5.0 p.m. SHANGHAI, Thurs. The Chinese continued the evacuation of Chin-chow, the Manchurian provincial war eapital to-day. As the Japanese pushed forward on two fronts the Chinese defences crumpled in disorder before the superior equipment and tactics of the invaders. A private message from Chin-chow states that the residents have devised a queer air raid warning system, including bell ringing, factory whistles and the banging of dishpans, whereupon the people scurry to cover. Eugene Chan, China's new firebrand Minister has started well. It is stated that upon the new Government's assumption of office to-morrow orders will be issued to Marshal Chang-Hsueh-Liang, former Governor of Manchuria to hold Chin-chow at all costs. China to-day despatched to the League of Nations a vigorous protest regarding the recent happenings, and declaring that the Japanese activities constituted a serious aggravation and requesting the League to instruct Japan to refrain from further aggression.
