Rec. Dec. 23, 9.35 p.m. BASLE, Wednesday. Serious divergencies resulted in the French, Belgian and Jugo-Slav delegations threatening to retire from the Special Reparations Committee. Eventually the sitting was suspended while the delegates hurried to their hotels and telephoned their Governments. The point of issue was whether the report should specifically declare that that German reparations payments were the chief cause of the crisis. Despite disagreements, efforts are being made to complete th report before Wednesday evening.
