Rec. Dec. 22, 7.10 p.m. WASHINGTON, Monday. Senator Hamilton Kean, of New Jersey, to-day proposed to the Senate the negotiation of a treaty with Canada for the purpose of establishing by law the disparity of the Canadian dollar with the United States dollar, and the appointment of a 'Canadian member to the Federal Reserve Board of the United States. Senator Kean said that this was intended to be a friendly gesture towards Canada, and added that the resOlution was an answer to the agitation in Canada for an inerease of the tariff to counterbalance exchange difficulties.
