Rec. Dec. 20, 5.5 p.m. WASHINGTON, Saturday. President Hoover's war debts moratorium was approved by the House of Representatives by 371 votes to 100. It now goes to the Senate for completion and ratification. Amendments have been included, placing on record that the House is opposed to the cancellation or reduction of European war debts to the United States. The Administration has approved debt revision as a measure separate from the moratorium.
